On furnaces installed as a twinned pair, the circulating blowers are not running together, or neither blower runs.
This needs a licensed gas technician. There is nothing safe to check yourself. Leave the covers on and book a professional.
Only some models show this code. Check the list below.
What causes it

Improper grounding or reversed polarity
On GMEC96 / GCEC96 / AMEC96 / ACEC96.
The control found the furnace's 115 V supply wired with reversed polarity or improperly grounded, and the furnace does not run.
This needs a licensed gas technician. There is nothing safe to check yourself. Leave the covers on and book a professional.
What causes it
-
The 115 V hot and neutral supply wires to the furnace are reversed.
-
The furnace is not properly grounded. A technician checks the hot wire reads 115 V to both ground and neutral, and the neutral 0 V to ground.
